State Board sets meeting date for Property Tax Administrator search

The State Board of Equalization’s Search Committee will meet on June 24, 2025, at 10:00 a.m. to discuss the process for hiring a new Property Tax Administrator. The meeting will be held both in person at 1313 Sherman Street, Room 318, Denver, Colorado, and virtually via Zoom and phone.

JoAnn Groff, who has served as Property Tax Administrator for over 19 years, is set to retire when her current term ends on December 31, 2025. The Department of Local Affairs expressed appreciation for Groff’s service and expertise in property tax law.

“The Department of Local Affairs would like to thank Administrator JoAnn Groff who has served dutifully in the position for over 19 years, and is known for her in-depth and masterful understanding of property tax law, sage advice, and is appreciated for her vast experience serving as both a Colorado state legislator and a dedicated public servant. She plans to retire when her current term ends on December 31, 2025.”

The Property Tax Administrator leads the Division of Property Taxation and reports directly to the State Board of Equalization. The search committee includes JoAnn Groff; Brenda Valerio, Director of Human Resources at the Department of Local Affairs; Mark Chapin, President of the Colorado Assessors’ Association; and Maulid “Mo” Miskell, Deputy Executive Director at the Department of Local Affairs.

According to the Colorado Constitution (art.10 §15(2)) and state statute (§39-2-101 C.R.S.), the State Board appoints this administrator. The board has delegated certain tasks related to the job search process to its search committee.

Members of the public are invited to attend either in person or virtually. Those planning to attend in person are asked to RSVP by June 17 by contacting Emma Richards at emma.richards@state.co.us. Written documentation intended for consideration must also be submitted electronically by June 17.

The State Board consists of several officials including the Governor, President of the Senate, Speaker of the House or their designees, along with two gubernatorial appointees confirmed by the Senate who have relevant qualifications or experience in property taxation.
