Colorado State University System seeks public input on possible changes to residential solar program

Colorado State University System is seeking input from both solar and non-solar customers as it considers updates to its residential solar program. The organization has launched a survey to gather feedback that will inform future proposals affecting residential solar users.

According to the announcement, approximately 10,000 customers currently have residential solar systems and exchange energy with the grid. The current rate structure does not fully account for the costs of serving these customers, leading to a growing cost shift between those with and without solar installations. The organization states, “Addressing this is important, but it must be done thoughtfully and with community input.”

The survey is described as the first step in evaluating potential changes. “Your feedback will help guide how we move forward, and ensure future proposals are informed by the people they affect,” according to the statement.

After the survey closes on January 30, 2026, focus group discussions are scheduled to begin in March 2026. Feedback collected will be shared with the Utilities Board in spring 2026 and used to develop updated program options. Proposed net metering options are expected to be presented to City Council in summer 2026.

The organization encourages all residents—regardless of whether they have solar panels—to participate: “Whether or not you have residential solar, your perspective matters. The survey takes just a few minutes, and every response helps guide a more informed, balanced approach.”
