Colorado Public Utilities Commission opens review of Xcel Energy electric rate increase proposal

The Colorado Public Utilities Commission (PUC) has initiated Proceeding No. 25AL-0494E to review Xcel Energy’s recent proposal for an electric rate increase, which was submitted on November 21, 2025. The process will begin in December once a schedule is determined.

The review of Xcel Energy’s request will involve detailed examination by the PUC and its staff, including economists, engineers, and accountants. Several stakeholders are expected to formally intervene in the case, which follows procedures similar to those used in court cases. The Commission also plans to hold one or more public comment hearings that will be open to anyone.

The PUC is responsible for regulating rates charged by public utilities within Colorado. According to state law, these rates must be “just and reasonable.” The Commission oversees electric rates for two investor-owned utilities: Xcel Energy and Black Hills Electric. Utilities must obtain approval from the PUC before implementing any changes in customer rates. These proceedings allow utilities to recover costs related to investments made for system safety, reliability, and integrity over a specified period.
