Colorado Public Utilities Commission announces public engagement opportunities for September

The Colorado Public Utilities Commission (PUC) has announced several opportunities in September for public engagement on matters before the Commission. The PUC encourages participation from community members and highlights the importance of public perspectives in its decision-making process.

Upcoming events include a public comment hearing on proposed rulemaking to amend Clean Heat Plan greenhouse gas reduction targets for gas utilities. The hearing is scheduled for Thursday, September 18, from 10 AM to 5 PM or until concluded. This action follows a legislative mandate under § 40-3.2-108(10), C.R.S., requiring the PUC to set emission reduction targets by December 1, 2025, in consultation with the Air Pollution Control Division of the Colorado Department of Public Health and Environment.

A separate hearing will be held on Monday, September 22, from 11:30 AM to 5 PM regarding proposed amendments to rail rules implementing HB 25-1110. These changes concern crossing maintenance cost allocation and more information is available at https://puc.colorado.gov/puc-home/rail-transit/rail-safety-rulemaking.

On Monday, September 29, from 11:30 AM to 5 PM or until concluded, there will be a hearing about amendments to RTD Rail Fixed Guideway Rules as part of SB25-052 implementation. This session will address confidentiality rules related to investigation reports for RTD Rail Fixed Guideway systems.

The PUC’s 9-1-1 Services Enterprise Board meets biweekly on Wednesdays; meetings are set for September 3 and September 11 from 3 PM to 4 PM.

Public comment is also accepted during the Commission’s second weekly meeting each month. For September, this opportunity falls on Wednesday, September 10 at 9 AM. The Commission holds formal meetings every Wednesday except holidays and streams them live on its YouTube page. Registration links for virtual or in-person comments are posted the Friday before each meeting on the PUC Calendar.

Comments during these sessions may not address matters currently before the commission or any topic listed on that meeting’s agenda.
