Colorado Department of Local Affairs awards nearly $900K in inaugural housing planning grants

The Colorado Department of Local Affairs (DOLA) has announced the recipients of funding for the first cycle of its Housing Planning Grant Program. The program, managed by the Division of Local Government, is designed to help local governments and regional organizations create housing plans that meet state requirements under SB24-174.

According to DOLA Executive Director Maria De Cambra, “This first funding cycle of the Housing Planning Grant Program marks a significant step forward in supporting our local governments as they work to address housing needs in their communities. These awards will help local governments develop actionable plans and strategies, promote strategic growth, and create more affordable housing for Coloradans in these 23 jurisdictions.”

In this initial round, $897,619 was awarded across 11 projects benefiting 23 local governments. The grants will fund six new Housing Needs Assessments (HNA), three updates to existing HNAs, seven new Housing Action Plans (HAP), three strategic growth elements, and two water supply elements within comprehensive plans. Six out of the eleven funded projects involve collaboration between multiple jurisdictions.

The next application period for the Housing Planning Grant Program opens June 9 and closes July 11, 2025. More information about guidelines and applications can be found on the program’s website. A summary of awarded projects includes:

– Brighton: $46,875 for a Housing Needs Assessment update and action plan
– ECCOG Region 5: $15,000 for a Housing Needs Assessment project
– Fruita: $50,000 for a Housing Needs Assessment and housing plan
– Gunnison Valley Regional Housing Authority: $11,250 for an HNA update project
– City of Central: $119,494 for an HNA and comprehensive plan elements
– Fraser River Valley Housing Partnership: $155,000 for an HNA project
– City of Alamosa: $50,000 for an HNA and action plan plus comprehensive plan elements
– Archuleta County/Town of Pagosa Springs: $56,250 for a regional housing action plan
– Montrose: $56,250 for a housing action plan and comprehensive plan update project
– Town of Ridgway/Ouray County: $75,000 for an HNA and Ridgway housing action plan
– City and County of Denver: $262,500 for an HNA project
